CHP Board
The Board at Community Health Partnerships determines and sets the vision and strategy for the Company consistent with the shareholder’s requirement. It then assures itself and the shareholder of successful delivery through robust governance and risk management via subcommittees.
Catherine Mason, Chair
Catherine Mason joined CHP as Chair in September 2019. Catherine is also an independent member of the Network Rail System Operator Advisory Board. She has a broad range of experience, including as former Chair of the Solent NHS Trust, a community and mental health trust in the south of England and Managing Director of NATS (National Air Traffic Services) Services division, the leading provider of air traffic control services at the largest airports in the UK. Catherine is currently a Trustee for the Thornbury Volunteer Centre. She previously worked in Northern Ireland as Group Chief Executive of Translink, a public corporation providing all of the public transport in the province, including rail infrastructure, bus and coach services, plus car parks, parcels and a tours holiday business. She has also worked for Arriva and United Biscuits.
Richard Williams, Non Executive Director
Richard has over 30 years of real estate, finance investment experience, having held a number of executive and non-executive roles for organisations in retail, housing, healthcare and retirement living with companies such as Aldi, John Laing, McCarthy Stone, Octopus Healthcare and St Andrews Healthcare spanning both the public and private sectors. This has included executive roles in operations, property development, investment, real estate management and finance. He currently also sits on the Boards of BexleyCo and The Riverside Group.
Eric Guillaume, Non Executive Director
Eric has over 20 years’ experience developing customer led strategies and has delivered major programmes of digital business transformation at board level. He has worked in both the public and private sectors for companies including Grosvenor Group, ITV and AOL as well as UK Parliament, HMRC and the BBC. A former sociologist, he brings extensive knowledge in behavioural science and its impact on organisational culture and change management. Eric is the first Chair of the Digital Committee at the Energy Saving Trust alongside being a Non-Executive Director for the Notting Hill Genesis Housing Association.
Pete Cornforth, Non Executive Director
Pete has spent over 30 years in the real estate investment and development industry and currently holds a range of business appointments, most recently Senior Adviser to global investment house PineBridge Benson Elliot. Prior to this he was a Director at European private equity property fund Benson Elliot for over 10 years. He is a Chartered Valuation Surveyor, holds a BSc in Land Management and is a Fellow of The Royal Society for Arts. Pete is currently a Trustee at Ormiston Trust, a 52 school national provider, and has previously held non-executive Board roles at 2 London social housing providers, an NHS mental health Trust, and been vice-chair of the National Autistic Society, having joined as a volunteer parent member. He currently sits on the Investment Advisory Group for Transport for London’s £2bn wholly owned property subsidiary, Places for London, is a Governor at the John Whitgift Foundation and a Board non-executive at East London NHS Foundation Trust.
Ian Ailles, Non Executive Director
Ian works as a non-executive director in a number of organisations across health, education and housing. He is a qualified chartered accountant starting work for Ernst & Young, later working both in the City of London and New York in Investment Banking. The vast majority of his executive career was spent working in consumer travel and leisure across over 60 countries for a range of listed companies. His final executive role was in the public sector as the first ever Director General of the House of Commons. Ian is strongly values-led, whilst in travel he supported rescue efforts following the Asian Tsunami, and he helped found a charity around Safer Tourism.
Sylwia Kuteszko-Tranmer, DHSC Shareholder Director
Sylwia Kuteszko-Tranmer was appointed as a Non-Executive Shareholder Director of Community Health Partnerships in July 2026. She is currently Commercial Deputy Director for Companies and Commercial Projects at the Department of Health and Social Care, leading on companies’ sponsorship, corporate restructuring and complex property transactions. She has held senior leadership roles across central government, defence, infrastructure, and global retail, including overseeing multi-billion-pound capital investment programmes and delivering major procurement strategies. Sylwia is a Chartered Member of the Chartered Institute of Procurement & Supply as well as Chartered Member of ACCA, holds an MSc in Procurement, Logistics & Supply Chain, MSc in Quantity Surveying (RICS Pathway). Sylwia is also Non-Executive Shareholder Director of NHS Professionals and NHS Property Services.
Wendy Farrington-Chadd, Chief Executive Officer
Wendy has extensive CEO and Executive Board level experience within the NHS. She has worked across the complete spectrum of the healthcare system both in hospital providers and in commissioning and has experience in both England and Wales. Wendy joined the NHS through the National Graduate Financial Management Training Scheme in the North West and undertook several senior roles prior to obtaining Finance Director positions, many including Estates and Investment. She is a fellow of the Chartered Institute of Public Finance and Accountancy. She has also undertaken several national and regional Chair and leadership roles including: Chairman of the West Midlands HFMA; lead Chief Executive for the National Specialist Orthopaedic Alliance; Interim CEO for the British Academy of Audiology, and Chair of NHS West Midlands Providers. She has worked as a Management Consultant and Executive Coach and has undertaken many senior interim roles in Turnaround and CEO positions. She was also formerly a Non-Executive Director and Deputy Chairman for the West Midlands Ambulance Service NHS University Foundation Trust.
Nafees Arif, Chief Financial Officer
Nafees has a broad range of experience spanning 25 years. After training as an accountant, he worked for several investment banks and other large corporate organisations. Nafees has previously held roles at CHP’s private sector partner Fulcrum, where he worked on NHS LIFT projects, followed by a number of complex PFI/PPP projects involving demand risk, bond financing and the management of multiple funders and investors. After leaving Fulcrum, Nafees joined the West Midland Combined Authority to work on the Midland Metro extension programme. During his time there, he led a team of finance, commercial and Project Management Office professionals, and delivered new finance and funding strategies. He was also the Finance Director for the Midland Metro operating company and a member of the Transport for West Midlands Senior Leadership Team.
Stephen Talboys, Chief Property Officer
Stephen is a very experienced property leader, chartered surveyor and chartered engineer. Initially working in engineering consultancy and then general management for British Waterways, he brings 20 years property director experience of leading the development of university estates and associated services, overseeing large public-private regeneration programmes, and leading property related activity for private sector organisations.
Particular features of Stephen’s career have been in bringing together public and private bodies for co-investment in assets and services, in using technology to support smarter asset management and better ways of working, and in leading and shaping high-performing teams that deliver great projects and services.
He was the Group Head of Property for Axa UK, Director of Technology, Estates and Facilities for the University of York, Director of Estates, Facilities, and IT at the University of Salford, was the Director of Regeneration for Bradford Council, and a Project Director for Tees Valley Urban Regeneration Company.
