An additional 11 LIFT schemes confirmed for the next phase of the NHS Neighbourhood Rebuild Programme

Community Health Partnerships (CHP) is pleased to welcome today’s announcement that a further 11 NHS LIFT schemes have been approved as part of the next wave of the NHS Neighbourhood Rebuild Programme, strengthening the national drive to deliver modern, community based health services across England.

This announcement builds directly on the foundations set out in the first phase of the programme, where five CHP-led LIFT buildings across Birmingham, Cumbria, Cornwall and London were identified as core assets for delivering neighbourhood based, integrated care at pace. This brings the total to 16 LIFT schemes supporting the national programme, which will be reconfigured to increase system capacity and deliver fully integrated neighbourhood health hubs.

The full list of approved schemes:
  • Summerfield Primary Care Centre, Birmingham
  • Alfred Barrow Health Centre, Barrow, Cumbria
  • Stockland Green Primary Care Centre, Birmingham
  • Truro Health Park, Cornwall
  • Jubilee Gardens Primary Care Centre, Southall, London
  • The Stone Castle Centre, Doncaster
  • Beeston Hill Community Health Centre, Leeds
  • Barbara Castle Way Health Centre, Blackburn
  • Oldbury Health Centre, West Midlands
  • Radcliffe Primary Care Centre, Bury, Greater Manchester
  • Hornsey Neighbourhood Health Centre, London
  • Alexandra Avenue Health and Social Care Centre, Harrow, London
  • The Centre Manor Park, London
  • Westbourne Green Community Health Care Centre, Bradford
  • Seaham Primary Care Centre, County Durham
  • Long Eaton Health Centre, Nottingham

A total of 27 health facilities have been identified to date for rapid refurbishment as part of the Rebuild Programme. The aim is to complete the remodelling within a year, enabling more services to be collocated and improving access for patients.

The expansion of the Neighbourhood Rebuild Programme aligns directly with the Government’s wider commitment to establish up to 250 Neighbourhood Health Centres across England by 2035, developed through a combination of repurposed existing estate and new builds, prioritising communities with the highest levels of deprivation and the most significant unmet health needs.

This ambition forms a central part of the 10‑Year Health Plan for England, which calls for greater prevention, better management of chronic conditions, and making best use of the existing NHS estate to maximise value and improve access.

LIFT estate continues to deliver value and flexibility at pace

The next phase of the national programme further recognises that existing assets, such as the NHS LIFT estate remains one of the most effective enablers in delivering a neighbourhood health service. This announcement reflects a continued national commitment to repurposing and enhancing existing health facilities, with LIFT buildings providing a fast and cost effective route to delivery. With strong utilisation potential, flexible layouts, and long term partnerships between public and private sectors, LIFT facilities play a central role in creating high quality neighbourhood health hubs that can adapt to evolving models of care.

Today’s announcement further highlights the value of the NHS LIFT estate in supporting an NHS fit for the future, enabling care closer to home and providing high quality spaces. The LIFT estate has consistently demonstrated its importance in enabling community based models of care, and today’s news underlines our pivotal role in supporting the Neighbourhood Health Service. Through repurposing and enhancing existing assets, we are helping systems increase capacity, improve access, and deliver services where they are most needed.

We look forward to working closely with our partners across the NHS to bring these schemes forward at pace, ensuring they deliver benefits for patients, staff, and communities.
