South Yorkshire Primary Care Capital Programme, which has been named Healthcare Infrastructure Project of the Year at the HSJ Partnership Awards 2026. This Capital Programme is a large‑scale collaborative effort involving NHS South Yorkshire Integrated Care Board (ICB), Sewell Advisory, NHS England and a range of system partners. Dr Jane Fitch, Regional Director North East at Community Health Partnerships has been involved in this project for more than eight years. This prestigious category recognises innovative infrastructure projects where private or not‑for‑profit partners help NHS organisations create smarter spaces, reduce environmental impact, and transform care experiences for patients.
South Yorkshire Primary Care Capital Programme - A landmark partnership delivering transformation at scale
The South Yorkshire Primary Care Capital Programme is a unique and highly ambitious collaborative endeavour to deliver transformational change in the GP estate across Sheffield, Doncaster, Rotherham and Bassetlaw. Comprising eleven projects ranging from refurbishment through to large new-build health centres, the programme represents delivery at a scale and complexity not previously seen in primary care. From successfully securing £57.4m of NHS Wave 4 Sustainability and Transformation Partnership funding, through to business case approval and funding agreements with local authority partners, a programme approach was essential to getting these schemes over the line for the benefit of current and future populations across South Yorkshire. Patients benefit from better waiting areas, better consultation areas, better treatment rooms and care closer to home in their local neighbourhoods.
Dr Jane Fitch, Regional Director for the North East at CHP, has been integral to this programme for more than eight years; first in her previous role as Strategic Estates Lead for NHS England covering South Yorkshire, and later in her role as Regional Director North East at CHP. She contributed significantly to the strategic planning, working on bid development with the ICB team, and as a member of the Primary Care Capital Programme Board. Since joining CHP in 2021, Dr Fitch has been the CHP appointed Director on the Doncaster Estates Partnership Ltd LIFTCo Board, which performance managed the Programme’s overall progress.
It was fantastic to be part of the winning team at the HSJ Partnership Awards 2026 alongside colleagues from Sewell Advisory and South Yorkshire ICB. I have been involved with this programme for over 8 years, and it has been a privilege to support the development of this unique and ambitious collaborative work, which has resulted in transformational change in the GP estate across the region. The individual projects varied from relatively small scale refurbishments through to large new-build health centres, delivered at a scale and complexity not previously seen in primary care. This is partnership working at its very best, and it demonstrates what can be achieved if private and public sectors work together to move forward in the same direction with shared goals and objectives.
