Community Health Partnerships (CHP) has moved one of the NHS’ first Neighbourhood Rebuild Programme Wave One schemes into delivery, by reaching financial close at Barbara Castle Way Health Centre in Blackburn after the programme launched in April.
This milestone marks the start of works at the health centre making it the first CHP site in wave one to move into delivery, highlighting the pace at which the programme is being driven forward locally.
Working in partnership with Lancashire and South Cumbria Integrated Care Board (ICB), Eric Wright Group and local health partners, CHP will now transform the existing building into a modern neighbourhood health hub, helping bring more care closer to home.
Turning national ambition into rapid delivery
The £2.7 million scheme will repurpose underutilised space within the building to support a broader mix of services, including mental health, primary care network teams and community services, all delivered in one place. It also demonstrates how national policy can be implemented when estates expertise, regional partnerships and investment are brought together early.
Barbara Castle Way serves a population with significant health need, and the redevelopment highlights the vital role community infrastructure plays in supporting the wider health system in its shift to more preventative, community-based care.
Leading delivery of neighbourhood infrastructure
As a national infrastructure specialist, CHP is playing a key role in enabling the Neighbourhood Rebuild Programme, moving schemes from concept to delivery and supporting Integrated Care Systems across the country to make better use of existing estate.
Reaching financial close at such significant pace signals an approach focused not only on delivery, but system collaboration and implementation, to deliver tangible change in communities. Further schemes will follow in the coming months.
Reaching financial close within weeks of the programme launching shows just what can be achieved when national ambition is matched with delivery capability on the ground. This scheme is a vital part of CHP’s national programme, with an additional 11 LIFT buildings to move into the next phase of the NHS Neighbourhood Rebuild Programme.
