CHP achieves DHSC targets on lease completions

CHP’s ULPA (Under Lease Plus Agreement) team has maintained a lease completion rate of more than 81.42% during 2020/21 to successfully achieve the target set by the Department of Health and Social Care (DHSC).

The team, led by Property Programme Director, Kevin Townsend, has also exceeded the 95% target set for Deemed Agreements, which are effectively agreed Heads of Terms, with 96.21% by the end of March 2021.

An astonishing 77 additional Deemed Agreements were obtained in March with an intensive communication strategy and lots of hard work. During the financial year, 107 new leases were completed plus 187 Deemed Agreements. The Deemed Agreements will provide a useful base to convert the remaining un-regularised tenancies into completed leases.

The DHSC has repeated the target for 2021/2022 to maintain a minimum 80% regularisation. Deemed Agreements will no longer be included in the DHSC targets. Additional KPIs will be set by the CHP executive for the next financial year.

Of the remaining un-regularised tenancies, 90 are GPs. Liaison will continue with the BMA (British Medical Association) and the LMCs (Local Medical Committees) and NHSE/CCGs to progress these negotiations. The team will intensify efforts with remaining GPs and Trusts by supporting them as much as possible to regularise their leasing arrangements.

The team will focus on all outstanding ULPAs and lease renewals, focusing on the oldest as well as handling assignments, sub-lettings, surrenders, lease variations and other transactions. Regional negotiators Neil O’Farrell, Katharine Sherwood, Paul O’Riordan and Jane Wenlock, Area Property and Asset Managers across the country, Paralegals Hannah Tudor, Emilija Bucyte and Abena Ampofo, and CAD technician Manchu Manohararajah have all played critical parts in achieving these successes.
