Welcome to the latest update from the Securing the Future Programme.
These quarterly updates for NHS partners will keep you informed of the Programme’s priorities, key actions and progress as we approach the end of the current arrangements and consider the next phase for the LIFT assets.
Enabling Neighbourhood Health Services
At last month’s NHS ConfedExpo, the Health and Social Care Secretary and NHS leaders reinforced the mission to deliver the three shifts and neighbourhood health services. Ambitions which will be reaffirmed in the highly anticipated 10 Year Health Plan published on 3 July.
The development of neighbourhood health services is already underway, and there are many great examples of places pioneering this way forward. The East Birmingham Locality Hub at Washwood Heath Health and Wellbeing Centre, a LIFT building, is just one example. It is home to an integrated neighbourhood team, a community diagnostic centre, an urgent care centre, mental health services and primary care services. CHP invested £3.2million to adapt space and support new models of care.
As CHP, we are actively engaged in local discussions to identify opportunities to support care delivery with community-based locations. CHP’s access to capital means that space can be repurposed quickly enabling neighbourhood health services to be delivered at pace. If you are not already engaged with your regional team, please get in touch, and they will be happy to discuss opportunities in your area.
10 year Infrastructure Strategy published
The Government recently issued its long-term investment plan for infrastructure, setting out a new approach to how projects are planned and delivered to ensure that funding is spent effectively and efficiently. Over £6 billion per year is available to tackle the backlog maintenance concerns and RAAC concrete in hospitals.
An interesting development is encouraging private capital. The Government has said it will explore the feasibility of using new PPP models for targeted use for new schemes, for example, in certain types of primary care and community health infrastructure, but in limited circumstances and where they could represent value for money. DHSC has invited expressions of interest from private partners.
Programme Business Case process
The Securing the Future Programme Strategic Outline Case (SOC) is currently with the Department of Health and Social Care (DHSC) for review, ahead of its consideration at the Joint Investment Committee (JIC) on 16 July. Subject to approval it will then need to be considered by ministers and approved by HM Treasury.
The purpose of the SOC is to formally establish the Securing the Future Programme and agree the approach for the next phase of the LIFT assets.
Once JIC have approved the preferred approach, CHP will then need to develop an Outline Business Case, building on the SOC. This will take time to develop through into 2026/27, we will keep you updated on timescales.
Keeping you updated
.At this stage, we will keep you updated on a quarterly basis and at key points in the business case approval process, as they are achieved.
