Welcome to the latest update from the Securing the Future Programme.
These updates for NHS partners will keep you informed of the Programme’s priorities, key actions and progress as we approach the end of the current arrangements and consider the next phase for the LIFT assets.
Developing the Outline Business Case
Following Department of Health and Social Care, NHS England and Ministerial approval of the Strategic Outline Case (SOC) for the Securing the Future Programme, CHP is currently in the planning stages of the development of the Outline Business Case.
This entails scoping the information and engagement required as part of developing the five-cases in the Programme Business Case.
To support its development and delivery CHP is procuring partners to provide additional expertise and resource. We aim to have partners in place by the end of the calendar year.
Establishing our approach
CHP is developing a structured, co-ordinated and phased approach to lease expiries under LIFT. To manage the 308 primary and community care assets we will group them into waves and align to the timing of lease expiries and funding cycles.
The first wave comprises of 12 assets where the lease arrangement expires in 2029/30.
The Programme will engage with ICBs and local systems providing guidance and support through this process. Individual business cases for geographies will need to be developed locally yet coordinated nationally as part of a phased and structured roll-out.
Neighbourhood Health Implementation
To support development of individual business cases the strategic need and levels of use of the assets will need to be demonstrated. The 10 Year Health Plan clearly sets out the need to make best use of existing estate, such as the LIFT portfolio to support the implementation of Neighbourhood Health Centres. Our day-to-day focus on increasing utilisation of the LIFT assets continues.
The recent announcement of 43 pioneer places will help drive forward neighbourhood health implementation. CHP is actively participating in the National Neighbourhood Health Implementation Programme and working with ICBs and pioneer places to support delivery of neighbourhood health services.
