Welcome to the latest update from the Securing the Future Programme.
These updates for NHS partners will keep you informed of the Programme’s priorities, key actions and progress as we approach the end of the current arrangements and consider the next phase for the LIFT assets.
Strategic Outline Case approved
We are pleased to report that the Strategic Outline Case for the Securing the Future Programme was approved by the Department of Health and Social Care and NHS England’s Joint Investment Committee on 16th July 2025. Due to its classification as a major programme, we also needed approval from the Minister of State for Health and HM Treasury. This was subsequently and recently achieved.
This means we now have the green light to establish and lead a structured, co-ordinated and phased approach to manage lease expiries under LIFT for 308 primary and community care assets. A national, CHP-led Programme will allow for ICBs to play a key part in decision making on local assets. Individual business cases for geographies will be coordinated as part of a phased and structured roll-out that aligns with lease expiries and funding cycles. The Programme will guide and support ICBs and local systems through this process.
Next Steps
We will now continue with the development of the Programme Business Case. As part of the three-stage capital approval process, we will need to develop an Outline Business Case (OBC) with a target date for submission in the second half of 2026. We have been given detailed feedback to consider and incorporate into the OBC and access to support from the National Capital Assurance Team (NCAT) and a DHSC Investment Appraisal Advisor.
Central role in the implementation of Neighbourhood Health Services
As recognised in the 10 Year Health Plan making best use of existing estate, such as the LIFT portfolio is crucial for the implementation of Neighbourhood Health Centres. CHP is actively participating in the National Neighbourhood Health Implementation Programme and working with ICBs to support delivery of neighbourhood health services. This remains a key priority for 2025/26.
Keeping you informed
We appreciate you will have questions as we progress with the next stage of the Securing the Future Programme. We are now reviewing our communications and engagement plans in line with the implementation of the Programme. As we make progress with the Programme we will be increasing our local stakeholder engagement, ensuring this is both meaningful and appropriate.
We will be in touch with more information in the Autumn.
