Whilst we appreciate that the potential risk of our health centres being attacked is low, the awful attack at the Heaton Park Hebrew Congregation Synagogue in Manchester this week, has highlighted that anywhere has the potential to be a target and/or become embroiled in volatile activity.
Recent threats to the safety of people encouraged all types of organisations to consider what they may do, and how they may react, should any type of unexpected event occur. The protocol is called ‘Dynamic Lockdown’.
With this in mind, CHP, feel it prudent to remind tenants of the importance of staff vigilance backed up with a localised Dynamic Lockdown Procedure for their demise.
Public areas by their very nature are difficult to ‘lockdown’ as access can be a via a number of points on entry/egress. There may not be the staff on site who can lockdown public accessible areas, hence it may be impossible to implement a lockdown on public spaces.
Also, it is important to understand that CHP cannot develop a Dynamic Lockdown Procedure for each tenant. It is the individual tenant’s responsibility to develop their own procedure and identify secure areas, and our Operations and Relationship Managers will assist with identifying suitable ‘safe’ locations if required.
However, it is extremely important to remember to communicate with other tenants in the building to work together to share training and procedures to develop a protocol which works for the building and its tenants.
CHP issued a Dynamic Lockdown Procedure defining why a Dynamic Lockdown Procedure was needed and how to develop one in 2023. This was issued to all CHP property teams and added to the health and safety section in the tenant hub.
To support tenants, a flowchart is included in Appendix A of the document which details the actions necessary to develop a procedure.
